By the authority granted to me as President of the United States of America, including the power under section 621 of the Foreign Assistance Act of 1961 (FAA), I have assigned the Secretary of State the authority to direct the drawdown of up to $1 billion in defense items and services, military education and training of the Department of Defense to aid Ukraine and to create the judgments mandated under the section to direct such a drawdown.
