Today, the United States is designating Green Without Borders (GWB) and its head, Zuhair Subhi Nahla.
Under Nahla’s leadership, GWB has functioned as a cover for Hizballah’s terrorist activities. GWB sites have been used to conduct Hizballah’s weapons training, to provide support for Hizballah’s activities along the Blue Line in southern Lebanon, and to impede the freedom of movement of the UN Security Council-mandated United Nations Interim Force in Lebanon (UNIFIL).
We are taking this action as part of our efforts to prevent and disrupt financial and other support for terrorist attacks in Lebanon, Israel, and around the world. The United States is committed to denying funding and resources to these terrorist support networks and will continue countering the threats they pose both locally and internationally.
Today’s actions are being taken pursuant to counter-terrorism authority Executive Order 13224, as amended.  For more information about this designation, please see the Department of the Treasury’s press release .

Today, the United States is imposing sanctions on three entities connected to a U.S.-sanctioned arms dealer who has attempted to facilitate arms deals between the Democratic People’s Republic of Korea (DPRK) and the Russian Federation for Russia’s use in its brutal war against Ukraine.
Earlier this year, the United States designated Slovakian national Ashot Mkrtychev for attempting to facilitate arms deals between the DPRK and Russia. Mkrtychev is the President of Versor S.R.O., the founder and owner of Limited Liability Company Verus, and the sole director of Defense Engineering Limited Liability Partnership. These three entities are being designated today.
Today’s action underscores our commitment to identify, expose, and impose severe costs on third-country actors who support Russia’s illegal war against Ukraine.  We will also continue to take actions against those attempting to evade our sanctions.
Treasury designated the above-mentioned entities pursuant to Executive Order (E.O.) 13551 for being owned or controlled by or having acted or purported to act on behalf of, directly or indirectly, Mkrtychev, an individual blocked pursuant to E.O. 13551. From August 17 to 23, 2023, Ambassador at Large for Cyberspace and Digital Policy Nathaniel C. Fick will travel to India and Sri Lanka.
In India from August 17 to 20, Ambassador Fick will head the U.S. delegation to the G20 Digital Economy Ministerial Meeting in Bengaluru.  He will highlight U.S. views on digital economy topics including priority areas set by India’s G20 presidency: digital public infrastructure, security in the digital economy, and digital skilling.  Ambassador Fick will also meet with technology entrepreneurs and other representatives from industry and civil society.
Ambassador Fick will then travel to Sri Lanka from August 20 to 23.  He will hold bilateral consultations in Colombo with a range of counterparts in government, the private sector, and think tanks on cybersecurity, information and communications technologies, and digital freedom.

The United States is deeply concerned about the threat of worsening violence in Mali as the UN Multidimensional Integrated Stabilization Mission there (MINUSMA) begins its withdrawal. Attacks as recently as August 13, which resulted in several injured peacekeepers, highlight that threat and the importance of all Malian parties settling their differences peacefully and in accordance with the 2015 Algiers Peace Accord.
It is critical that MINUSMA be permitted to conduct its withdrawal in a safe and orderly manner, and we call on the transition government to cooperate fully until the final MINUSMA element departs. We urge all parties to facilitate MINUSMA’s drawdown, withdrawal, and liquidation.
Attacks on UN peacekeepers are unacceptable, and we condemn such violence and the larger threat posed by armed actors operating throughout Mali. We stand with the people of Mali in support of a future defined by peace, security, and prosperity.
